Non-Revenue Water Management
The renewal of the existing water distribution pipe by the Distribution Network Improvement (DNI), one of the main componets of Melamchi Water Supply Project is expected to significantly reduce NRW.
The project aims to maintain this low NRW ratio in the long term and to improve the capacity of KUKL for NRW reduction measures.
Since the short-term risk of leakage is expected to be low thanks to the full-scale renewal of water distribution network, the main focus of the Project is to support technical enhancement of commercial loss prevention measures such as illegal connections and accurate meter reading.

Toward an efficient use of water in Kathmandu
By reducing NRW and keeping it low, the performance indicators of KUKL will improve. After that, If the KUKL head office properly evaluates the improvement of the business performance of each branch office, the motivation for reducing NRW will be improved and contribute to realize an efficient water use in Kathmandu.
Water Ballance and Non-Revenue Water
- System Input Volume:
- The amount of water supplied to the customers through pipelines and water tankers
- Billed Water:
- The amount of billable water authorized by the water provider.
This includes not only the amount of water based on meter reading results, but also the estimated amount of use (e.g. public taps).
The measurement period for “Billed Water” must match the measurement period for “System Input”.
Instrumental Error of Customer Meter
The commercial losss mainly consist of the following three factors:
- Illegal water use
- Error of meter reading and data input
- Error caused by inaccurate meter
Accuracy inspection of customer meter using electrical test meter
Acquiring the ability to reliably control the quality of water meters introduced by DNI project and to formulate future renewal plans is essential for sustainable NRW management.
For example, it is important to make efforts to establish customer meter inspections using "Portable Test Meter" as KUKL's daily work.
This project provides all the KUKL branch offices with Japanese Electronic Test Meter and transfers the basic techniques for accuracy control of customer's watermeter.
Practical Training for Non-Revenue Water
Accurate meter reading is important not only to ascertain the exact amount of water used, which is the basis for collecting charges, but also to gain the trust of customers.
